The Governors’ Forum of the People’s Democratic Party (PDP) has urged President Muhammadu Buhari and the National Assembly to repeal Section 4 (1) of the Nigerian Police Trust Fund (Establishment) Act 2019.
The PDP governors made the call in a Forum statement Wednesday in Abuja.
It was published after the meeting of the forum by its president and governor of the state of Sokoto, Aminu Tambuwal.
Tambuwal said that the section authorizing the president to deduct 0.5 percent of the total income accumulated in the Federation Account for the benefit of the Nigerian Police Trust Fund should be repealed.
He said the deduction, according to the governors, was patently unconstitutional.
“The beneficiaries of the Federation Account are only the federal, state and local governments.
“More creative financing options should be explored,” Tambuwal said.
He said that the The meeting also noted the signing of the New Nigerian Police Law of 2020 by Mr. President.
Tambuwal said that the forum recognized the many important innovations of the new law.
He said that the forum, however, stressed the need for the Nigerian Police Council, which has the President as president and 36 state governors as members, to be fully operational.
The council should be the clearinghouse for information on all matters bordering the organization and administration of the Nigerian Police Force enshrined in the 1999 Constitution, he said.
“The Forum also noted the discrepancies in S.12 (2) and S.12 (4) of the Law on the appropriate authority with responsibility to deploy Police Commissioners in the respective States.
“While Article 12 (2) gives responsibility to the Police Service Commission, Article 12 (4) gives the same responsibility to the Police Service Commission or the Inspector General of Police.
“This is even more regrettable since the Constitution grants this responsibility to the Police Service Commission (S. 215) (1) (b).
“We advise that the constitutional provision be respected.
“In addition, the Forum requested timely consultations with the Governors of various States on the deployment of Police Commissioners in the States, since the Police is a common institution that executes the laws of both the federal and state governments.”
PDP governors, according to Tambuwal, also raised concerns about the controversy surrounding the 2020 Water Resources Bill and the bill’s withdrawal in the House of Representatives.

He sent the Draft Law on Water Resources to the organs of Attorneys General of the state governments of the PDP for their advice.
The zoom meeting, according to Tambuwal, was also attended by the governors of the states of Abia, Akwa Ibom, Bauchi, Bayelsa, Delta, Ebonyi, Enugu, Rivers, Oyo and Zamfara.
