The Federal Capital Territory Administration (FCTA) will begin enforcement actions against defaulters on land rental payments, land use change/conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) invoices starting next week, Wednesday, November 26, 2025.

Accordingly, the FCTA will begin enforcement actions against defaulters in the payment of land rent and land use change/conversion fee, as well as right of occupancy (R-of-O) and certificate of occupancy (C-of-O) invoices, as of Wednesday, November 26, 2025.
The application of the law will also include all those who have purchased property from other people, but have not yet registered their interests by obtaining the mandatory consent of the Minister and registering their Deeds of Assignment.
