The framework for conflict prevention of CEDEAS and the decision of the Conference of Heads of State and Government to send pre -electoral missions in a timely manner to the Member States that celebrate elections support the last movement of the regional agency.
The Ecowas commission will deploy an investigation mission prior to the selection at Ivory from June 29 to July 5, 2025, in accordance with the provisions of article 12 of the Ecowas Supplementary Protocol on Democracy and Good Governance, Article 53 (C).
This mission will be directed by Professor Theodore Holo, former president of Benin's Constitutional Court. It consists of ten members, including Ambassador Abdel-Fatau Musa, Commissioner for Political Affairs, Peace and Security of the CEWAS Commission, and Mrs. Adjovi Yekpe, benin ambassador to Ecowas, which represents the Committee of Permanent Representatives of the Member States of the CEDEAS.
The mission will be assisted by electoral experts of the subregion and an Ecowas technical team led by He Fanta Cissé, resident representative of Ecowas in Ivory Coast.
The Program for the Pre -election Mission at the Costa de Ivory includes meetings with the Ministry of Foreign Affairs, the Ministry of Interior and Public Security, the Independent Electoral Commission (CEI), the High Authority for Audiovisual Communication (HACA), the leaders of the political parties of the presidential field and the opposition of the opposition, and the civil society organizations.

The various activities that will be carried out during this mission will allow the Chief of Mission and experts (i) to collect all the legal texts that govern the celebration of the presidential elections of 2025 in the Republic of Costa de Ivory; (ii) Meet with the Electoral Management Agency (EMB), the Administration, the leaders of coalitions and political parties, civil society and all others interested in the electoral process; (iii) collect all the information related to the conditions under which the presidential elections will be held; Collect all the relevant information about competitors' coalitions and political parties; (iv) Collect any other useful information for an adequate evaluation of the political atmosphere; and finally (v) evaluate the preparation status for the celebration of the presidential election under adequate conditions.
The information obtained by the pre -election mission of Ecowas at the end of its stay in Abidjan will be subject to objective analysis and will be recorded in a report accompanied by recommendations to the management of the Ecowas Commission.
