The White House led by President Donald Trump has announced a proposal of 20 points that, he says, could immediately stop Israel’s war against Gaza, who has killed more than 66,000 Palestinians and devastated the enclave.
According to the plan, if both parties are accepted, the fight would end immediately, with all the captives in Gaza, alive or dead, they returned in 72 hours and Palestinian prisoners released.
Gaza would be temporarily administered by a Palestinian technocratic government without any paper for Hamas, and Israel will not annex the territory.
The Israeli prime minister, Benjamin Netanyahu, agreed to Trump’s plan. However, Hamas official, Mahmoud Mardawi, told Al Jazeera that the group has not yet received Trump’s written peace plan.
Trump’s 20 points plan
Gaza will be a unleashed horror free zone that does not represent a threat to its neighbors. Gaza will be rebuilt for the benefit of Gaza’s people, who have suffered more than enough. If both parties agree with this proposal, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and the battle lines will remain frozen until the conditions for complete withdrawal are met. Within 72 hours after Israel publicly accepts this agreement, all hostages, living and deceased will be returned. Once all hostages are released, Israel will release 250 perpetual chain prisoners plus 1,700 gazanes that were arrested after October 7, 2023, including all women and children arrested in that context. For each Israeli hostage whose remains are launched, Israel will launch the remains of 15 dead gazans. Once they are returned to all hostages, Hamas members who commit themselves to peaceful coexistence and the dismantling of their weapons will receive amnesty. Hamas members who wish to leave Gaza will receive a safe step to the receiving countries. After acceptance of this agreement, the full aid will be sent immediately to the Gaza Strip. At a minimum, the amounts of aid will be consistent with what was included in the agreement of January 19, 2025 with respect to humanitarian aid, including the rehabilitation of infrastructure (water, electricity, wastewater), rehabilitation of hospitals and bakeries, and the entry of equipment necessary to eliminate rivals and open roads. The distribution and aid in the Gaza Strip will continue without interference from the two parties through the United Nations and their agencies, and the Red Crescent, in addition to other international institutions not associated in any way with any of the parties. The opening of the Rafah’s crossing in both directions will be subject to the same mechanism implemented under the agreement of January 19, 2025. Gaza will be governed under the temporary transition governance of a technocratic and apolitical Palestinian committee, responsible for delivering the daily operation of public services and municipalities for people in Gaza. This committee will be composed of qualified Palestinians and international experts, with supervision and supervision of a new international transition body, the “Peace Board”, which will be headed and chaired by President Donald J Trump, with other members and heads of state that will be announced, including former Prime Minister Tony Blair. This body will establish the frame and manage the financing for the reurbanization of Gaza until the moment in which the Palestinian authority has completed its reform program, as described in several proposals, including the peace plan of President Trump in 2020 and the proposal of Saudi-Ferench, and can safely and effectively recover the control of Gaza. This agency will request the best international standards to create modern and efficient governance that serves the people of Gaza and be conducive to attract investments. A Trump Economic Development Plan will be created to rebuild and energize Gaza calling for a panel of experts who have helped give birth to some of the prosperous modern miraculous cities in the Middle East. Many reflexive investment proposals and exciting development ideas have been created by well -intentional international groups, and the security and governance frameworks will be considered to synthesize to attract and facilitate these investments that will create jobs, opportunities and hope for future Gaza. A special economic zone will be established with preferred rates and access rates that will be negotiated with the participating countries. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better gaza. Hamas and other factions agree not to have any role in the Gaza government, directly, indirectly or in any way. All military, terrorist and offensive infrastructures, including tunnel and weapons production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently out of use through an agreed process of dismantling, and backed by a internationally financed purchasing and reimbursement program, all verified by independent monitors. The new Gaza will be completely committed to the construction of a prosperous economy and with peaceful coexistence with its neighbors. Regional partners will provide a guarantee to ensure that Hamas and the factions fulfill their obligations and that the new Gaza does not represent a threat to their neighbors or their people. The United States will work with Arab and international partners to develop a temporary international stabilization force (ISF) to unfold immediately in Gaza. The ISF will train and provide support to the Palestinian police forces examined in Gaza, and consult with Jordan and Egypt who have extensive experience in this field. This force will be the long -term internal security solution. The ISF will work with Israel and Egypt to help ensure border areas, along with newly trained Palestinian police forces. It is essential to prevent ammunition from entering Gaza and facilitating fast and safe assets flow to reconstruct and revitalize Gaza. The parties will agree on a distrust mechanism. Israel will not occupy or annex Gaza.
