Representatives investigate recruitment by NEITI, NUPRC for alleged asymmetry


The House of Representatives has resolved to investigate the alleged asymmetry in recent recruitment by the Nigerian Extractive Industries Transparency Initiative (NEITI), and Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

This resolution followed up on a motion introduced by Ibrahim Kawu (APC, Kano) on Wednesday during plenary.

NEITI Recruitment

Daily Trust had Monday published a report which shows that of the 70 newly hired NEITI employees, 21 are from the Southeast.

NEITI’s executive secretary, Ogbonnaya Orji, in response to the story claimed that the agency obtained a waiver from the Federal Character Commission to carry out the recruitment.

“The waiver granted to NEITI by the Federal Character Commission (FCC) was based on a high volume of applications the agency received during the contracting exercise,” said Mr. Orji.

The movement

In his motion, Kawu said that recent hiring by the two agencies was controversial because it did not reflect federal character.

He claimed that the NEITI and NUPRC recruitments violate section 14(3) of the 1999 constitution which obliges government agencies to reflect the principle of federal character in the conduct of their affairs to promote national unity.

Section 14(3) of the 1999 constitution states that “The composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be conducted in such a manner as to reflect the federal character of Nigeria and the need to promote national unity, and also demand national loyalty, thus ensuring that there will be no predominance of persons from a few states or from a few ethnic or sectional groups in that Government or in any of its agencies.”

Accordingly, without debate, the House ruled that NEITI and NUPRC should cancel the draft if they do not comply with the federal character.

In addition, the House directed its Upstream Oil and Federal Committees to investigate the matter and report back in three weeks.
