President Bola Ahmed Tinubu has approved the appointment of a new Governing Board for the Maritime Security and Administration Agency of Nigeria (Nimasta), and all effective appointments are effective as of June 24.
The appointments are in accordance with the provisions of Section 5 of the Nimaas Law, which empowers the Board to determine the general policy of the agency with respect to its financial, commercial and operational programs.
Among those appointed by President Tinubu is Iroghama Ogbeifun, Managing Director/CEO of Starzs Investments Company Limited and president of the Technical Committee of the Association of Nigeria Shipnowners owners (SOAN). Industry experts see Iroghama appointment as a reflection of the president's demanding vision and the firm commitment of the administration to strengthening institutions by recognizing and involving people of exceptional merit for national critical tasks.

He has a degree in Biology and Psychology at the University of Massachusetts, Boston, and a Master in Public Health and Health Promotion of the University of Brunel, London. Iroghama is also a student of the Harvard Business School's owner/president's management program. In addition, it has professional certifications at commercial risk in sending the Maritime Academy of Lloyd and in business and shipping operations of the Nigeria Viailacion Chamber.
With more than 11 years of experience in maritime commercial operations, it provides a lot of experience in paper, particularly in areas such as strategy, business development, finance, research and politics. She sees income performance as a key indicator of leadership success and has notable achievements in this area. In particular, it helped Starzs ensure $ 15 million in the Business Expansion debt in 2015. According to its leadership, the company's asset base grew from three ships in 2014 to eleven ships from February 2021, an impressive milestone that underlines its state as an important player in the Maritime Logistics Industry of Nigeria.
Other members of the newly appointed Board include representatives of the Ministries of Marine and Blue Economy, work, the Nigeria Navy, the general director of Nimasta and individuals with relevant experience in maritime, shipping and labor matters. The new Board was officially inaugurated on Wednesday, July 2, 2025.
