The Association of Employers of Reporting Musicians of Nigeria (PMAN), directed by Mr. Pretty Okafor, has reviewed and supported the investigation report issued by the Police General Inspector (PGI) Monitoring of the Unit on the activities of Olusco Heritage and Investment Limited. and Mr. Olufmi Olumeyan with respect to the property of the Union located on plot 504, Catatral B00, Kukwaba, FCT.
According to the police report, a prima facie has been established to obtain money for false claim, trap, threat to life, violence, assault, damage and conduct that causes a violation of peace in relation to unauthorized treatment on PMAN property, has been established against Olufemi Olumeyan.
In April 2023, PMAN and Olusco Heritage & Investment Ltd. signed a joint business agreement (JVA) that expressly contained a condition of condition: a specific premium had to be paid completely to PMAN before the JVA could enter into force. However, Olusco never paid the premium in its entirety, leaving the legally incipient and inapplicable JVA. Although Pman repeatedly sought compliance, it was discovered that Olusco was offering plots/sales units to the members of the public, despite lacking a required mandate of the owner.
When Pman pressed Olusco for transparency and legal mobilization on the site, he began to complain about financing limitations. At this juncture, PMAN president Pretty Okafor invited an international investor to finance the project. But in what could be considered legally inconsistent with international best practices, Olusco requested that the investment funds be paid in their personal account, a application for firmly rejected.
As the musical organism intensified its scrutiny, particularly in the midst of credible sales of unauthorized sales outside the plan, there was a campaign of slander against its leadership, including the undercut of the efforts that involve Mr. Boniface Itodo (former secretary general of PMM) and fed by the innovative activities of his accomplice, Mr. Zakky Azzay.
The Nigeria Police Investigation Report, which reinforced governance clarifications within PMAN (suspensions/layoffs of the National Executive Council (NEC), also stressed that imposters and dismissal officials continue to misrepresent themselves as PMAN leadership, which leads to public confusion and an alleged crime.
In the midst of the crisis, and in February 2025, PMAN received credible information indicating that Olusco had held a separate development agreement with G&D Building & Engineering Ltd., under which ₦ 350,000,000 (three hundred fifty million Naira) was paid to the company, while G&D also incurred significant costs of the site (road work and other preliminary work). But when the relationship fought, Olusco repudiated responsibility, denied firms and thugs mobilized on the site to interrupt operations and intimidate workers. This led to G&DSpetion to the Police Inspector, and after an exhaustive investigation, the PGI monitoring unit has now issued its report as mentioned above.
As a responsible entity, Pman took measures to protect the beef and the public. Therefore, on December 7, 2024, the Union formally ended the Olusco Agreement, citing the preceding not fulfilled condition, concomitant infractions and the risks of development to the public. In coordination with the application of the law, PMAN strengthened perimeter security in the 504 plot. “The police investigation report, now available on request, establishes the alleged pattern of misrepresentation, unauthorized sales, intimidation and disorder. In this note, PMAN emphasizes that all the persons appointed in the police report are presumed innocent until a competent jurisdiction court demonstrates the opposite.
“We thank Nigeria’s police force for an exhaustive, professional and credible investigation. Our approach is now in public protection and the restoration of confidence around plot 504, the Catatral B00 area, Kukwaba, FCT. Without transaction, sale, assignment, commitment or advertisement in the property is valid without legal consent.
“We urge anyone who has paid money to the unauthorized parties to be presented for verification. The investigation report is a crucial step towards responsibility. We are aligning with the PGP and EFCC monitoring unit so that the victims are identified, the assets are tracked and the courts can do justice,” Okafor concluded.
