17 Chinese citizens imprisoned in Lagos by cyber-terrorism, Internet fraud

A Federal Superior Court sitting in Ikoyi, Lagos, on Monday, June 23, 2025, sentenced 17 Chinese nationals to a year in prison for cyber-terrorism and fraud on the Internet.

The Commission of Economic and Financial Crimes, EFCC, said the convictions before the judges of Osiagor and Dipolu, after a negotiation agreement.

The convicted individuals are: Yu Hui (also known as A. Bin), Huang Jin Hui, Fei Fan, Lu Qiang, Hu Xi Zheng, Sun Zhi Peng, Wu Hao, Cong Bing, Li Qiang (Aka Yang Huan Huan), Zheng Wei (Aka A. Hong), Chou, gives tou, to Wen, Zhang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Huang, Hulang, Zhang, Zhang, Zhang, Zhang, Zhang, Zhang, Zhang, Zhang, Huang, Zhang, Zhang, Zhang, Huang, Zhang, Zhang, Zhang, Zhang, Huang, Zhang, Hugin Zhi, Pan Jiong and Chen Wen Wen Yuan.

They were part of a group of 792 alleged cybercounts arrested during a spicy operation with the name of “Operation Flush Eagle” carried out by EFCC agents in Lagos on December 19, 2024.

Each defendant was processed separately in February 2025 for a position of a single charge of accessing computer systems with the purpose of destabilizing and damaging the economy and social structure of Nigeria, a crime for violation of section 18 (1) of cyber crimes (prohibition, prevention, etc.), 2015.

Initially, all the defendants declared themselves innocent, but changed their guilt declaration during Monday's procedures. The prosecution advises Nneeemeka Omewa, United States Kyari and BM Isah informed the court of guilt treatment agreements, which were accepted by the defense.

The Court condemned each of the 17 sentenced to one year in prison from the date of arrest, December 10, 2024 and imposed a fine of N1,000,000 (one million naira) each.

In addition, the Court ordered the Nigeria immigration service to repatriate the 17 convicted to China within seven days after the sentence.

He also directed that all articles recovered during his arrest, including mobile phones, laptops and routers, the federal government of Nigeria are lost.
